California’s main law governing cannabis businesses is the Medicinal and Adult Use Cannabis Regulation and Safety Act (MAUCRSA). MAUCRSA is a dual-licensing system, meaning that local authorization is needed in addition to a state license, giving local jurisdictions precise local control over commercial cannabis activity.

Many local jurisdictions have issued local permits, and many others have passed bans prohibiting cannabis businesses. California began issuing state licenses in January 2018.
